Houston, Texas - July 11, 2007

Over the years, CEMEX has received numerous safety awards, proving its dedication to providing a safe working environment for its employees. This year, CEMEX achieved the highest industry honors for its safety record at one cement plant and received recognition for its continued performance at 15 of its cement manufacturing plants and cement distribution terminals reaching from California to North Carolina.

Six of CEMEX's plants were recognized by the Portland Cement Association (PCA) for outstanding safety records. CEMEX's Balcones Cement Plant in New Braunfels, Texas won the top award of Safety Excellence, surpassing 1 million or more hours without a lost-time accident. The Fairborn Cement Plant in Ohio received the Safety Honor for accomplishing a remarkable three years without a lost-time accident. Further recognition was given to four other CEMEX cement plants located in Brooksville, Fla., Clinchfield, Ga., Demopolis, Ala., and Lyons, Colo. for achieving more than 365 days without a lost-time accident.

Lost-time accidents are more serious accidents that prevent an employee from immediately returning to work.

Ten CEMEX cement terminals have accumulated more than 185 years of safety performance without a lost-time accident and were also recently recognized by the PCA. The terminal in Statesville, N.C., led the way with a remarkable 39 consecutive years without a lost-time accident. In the 20 to 29 year category, CEMEX's terminals in West Palm Beach, Fla.; West Sacramento, Calif.; and Wilmington, N.C. were also honored. The CEMEX cement terminals in Amarillo, Texas; Castle Hayne, N.C.; Decatur, Ala.; Florence, Colo.; Katy, Texas; and Pensacola, Fla. each successfully completed between 10 and 19 years of performance without a lost-time accident.

These significant safety milestones were realized through CEMEX's ongoing training, reinforcement at safety meetings, audits, emergency preparedness, and other safety initiatives at each location.
